If you want people to obey, make it POSSIBLE for them to do so.

 The main cleaner here let others stand around watching her clean but wouldn't let "Vilante" do so, despite Vilante saying that her stuff got stolen from her bin last time she left it alone and went out while the place was being cleaned. I think the claner took it personally as tho Vilante was accusing HER specifically of stealing and that's why she kinda provoked Vilante even after this was done. Then a staffer I had thought was so nice who had been so nice to me showed her other side when she asked the cleaner, "Is Vilante giving you a hard time again? Should we take her out back and show her who's boss?" (A possible reference to what they did with Licehead "Landlord" Daphne).

Another woman, the dog "owner" (I hate saying anything alive is owned) whom I named before but I forget her name, also had a runin that day with the cleaner. The cleaner is normally a regular nice person but not that day. She was telling the dog mommy (whom I'll call Belina) to get out of the way immediately. Belina told her she had to just move her stuff and her dogs, hang on. The cleaner just kept telling her rudely to get out of the way right then, never mind that she was already doing so and had a big bag of stuff plus a cage with a dog in it to move (her other dog was at the park).
